In 1983, the Nation at Risk report came out and captured everyone’s attention with the statement, “If an unfriendly foreign power had attempted to impose on America the mediocre educational performance that exists today, we might well have viewed it as an act of war.". Since that time, countless foundations, commissions and agencies have spent millions of dollars studying and trying to fix the system. The usual approach was to look closely at the system, identify an element that seemed to be performing poorly, and then find a way to reform that element of the system. This model has been repeated so many times that the whole is no longer a functioning system. It is a collection of loosely connected, sometimes competing parts. Recent studies have come to the conclusion that the system is broken beyond repair and recommended that what is needed is not elemental reforms but systemic transformation. The Emaginos Discovery Learning System is a model for this type of transformation.
